Charter of the TDU


I. Government

  • The Grand Council must consist of six permanent members at all times and an odd number of temporary members proportional to the number of countries in the TDU. Permanent members can be added to the council per a vote by the whole Grand Council, called when deemed necessary.

  • The Grand Council will maintain numerous offices, of which there will initially be three. These initial three offices are:

    1. The Office of Foreign Relations
    2. The Office of Intelligence
    3. The Office of Alliance Expansion

  • Anyone can lead one of these offices, and candidates for those positions are approved by a vote by all members of The Grand Council.

  • The Grand Council is empowered to create new offices and staff them as and/or when they see fit.

  • Temporary members of the council are only voted into position by the General Body.

  • The Grand Council is empowered to eject any permanent or temporary member of The Grand Council by means of a private vote if the member could threaten the integrity of the Terran Democratic Union.


II. Rules and Regulations

  • Wars of aggression are not allowed by members of the Terran Democratic Union, unless approved by a vote by the General Body and The Grand Council.

  • Factioning is disallowed- every member of the Terran Democratic Union, whether permanent or temporary, is regarded as equal by each and every member all have equal voting rights within their council. This means that, while each vote is equivilent, members of the General Body and The Grand Council are divided by what they vote on. The members of the General Body cannot vote on public polls organised within and limited to The Grand Council and members of The Grand Council cannot vote on polls organised within and limited to the General Body.

  • Elections are limited to take place on the first day of any allocated month and the last day of the month beforehand, but not limited to be organised within any time period beforehand as long as they set a deadline for the formal creation of the poll at least two weeks apart from the creation of the public informal deliberations of the poll. Each poll is limited to last only the final day of the given month before the formal date of the poll. For example, polls are limited to last a maximum of two days and are officially created on the last day of a given month and carry forward until 20:00pm UTC of the first day of the following month, but are permitted to carry beyond this point if a valid reason is presented. Polls can be officially created at any time during the final day of the given month.

  • To declare oneself as a candidate for election in any noteable position of power, the candidate itself must make a post in the Intra-Alliance Elections forum at least seven full days, totalling 168 hours, before the official date of election. Candidates are restricted to human members of the Terran Democratic Union that do not already hold a noteable position of power in any of the three initial offices and/or those created afterwards, or during, the signing of the charter of terms for the Terran Democratic Union.

  • Campaigning for a member other than yourself is disallowed and is punishable by removal of candidacy status on the part of the member campaigning illegitimately. Campaigning is limited to candidates of the given election, and no other spectators of the forum are permitted to campaign, whether it be on their own behalf or on another candidate's.

  • Furthermore, campaigns consisting solely of slander are frowned upon, but not disallowed. Campaigns should be thought upon before delivered, as no campaigning post is allowed to be edited for any reason to ensure that all points addressed are addressed correctly and fairly. Any editing of campaign posts, whether they be the original campaigning post or subsequent post, may be punishable, but is not limited to, the exclusion of the candidate from the election and removal of the candidacy status on the part of the editing member and/or the campaigning candidate itself.

III. Powers of Government

  • The Office of Foreign Relations appoints ambassadors to other alliances and maintain the relationships between the ambassadors and the alliance said ambassador is appointed to who, in turn, will maintain an embassy on other alliances' forums and represent the Terran Democratic Union through and within said alliances.

  • The Office of Intelligence maintains documents in an attempt to keep statistics detailing troop numbers, production numbers, and other numbers deemed necessary by the General Body and/or The Grand Council, on members of the Terran Democratic Union, so that trades, military actions and other necessary services may be co-ordinated. This requires full and mandatory participation on the part of the members of the General Body, whilst members of The Grand Council need not reveal their information towards the Director of the Office of Intelligence, though it is advised to keep balances in check.

  • The Office of Alliance Expansion is in charge of recruiting new Nations and/or members into the Terran Democratic Union. The Director of the Office of Alliance Expansion may not use any military prowess at his/her disposal when recruiting Nations and/or members into the Terran Democratic Union, and if does so can be punished by, but not limited to, the expultion of said Director from the Terran Democratic Union and removal of the "Director of the Office of Alliance Expansion" status.

  • The General Body and The Grand Council can both propose Amendments, Mandates, Improvements, etcetera, to be approved by the opposite governing body by a vote that is to be called within three full days, a total of 72 hours, of official introduction to the opposite governing body. Failure to call the vote will cause the proposal to be permenantly disregarded until a new proposition, detailing the same points, is put forward and acted upon.
